INTRODUCTION TO THE FORMATION AND DEVELOPMENT PROCESS OF PTSC THANH HOA

On January 1, 2011, PTSC Thanh Hoa was converted into a Joint Stock Company under Decision No. 346/QD-DVKT-HĐQT dated December 17, 2010 of the Chairman of the Board of Directors of PTSC Corporation with a charter capital of 400 billion VND, of which PTSC holds 54.69%. PTSC Thanh Hoa's shares have been listed on the UPCOM Stock Exchange since June 29, 2017 with the trading code PSN. The main business areas of PTSC Thanh Hoa include:

1. Port & Logistics services.

2. Oil and gas mechanical services, industrial.

PTSC Thanh Hoa owns a synchronously invested infrastructure system with a deep-water port with a very favorable geographical location in terms of sea and road transport connecting Nghi Son Economic Zone of Thanh Hoa province and Dong Hoi Industrial Park of Nghe An province.

- Modern exploitation equipment system can receive 70,000 DWT unloading vessels.

- Onshore Logistics package - Loading and unloading, transporting, carrying out customs clearance procedures for all materials, machinery and equipment of Nghi Son Refinery.

- JGCS temporary port operation package - loading and unloading oversized and overweight goods.

- Load in/load out package, storing 35km of offshore oil pipeline.

- Construction and installation of carbon steel underground pipeline package.

- Construction of GRP/GRV/GRE pipes package.

- Construction, fabrication and installation of pipe spool SMP9 package.

INTRODUCTION TO SERVICES PROVIDED BY PTSC THANH HOA

1. Port & Logistics Services

With a favorable geographical location, scale, capacity, management technology, wharf infrastructure, warehouse system, specialized transportation vehicles, PTSC Thanh Hoa is one of the leading units in the field of port base and logistics in Nghi Son Economic Zone, North Central Coast economic region and neighboring areas. Currently, the Company is providing a complete logistics service chain to customers including:

- Port Base Services:

+ Cargo loading and unloading services, Cargo loading and unloading, cargo delivery and receipt, weighing services.

+ Wharf services, berths, warehousing services (ordinary warehouses, bonded warehouses), office leasing.

+ Supply and lease of lifting and unloading equipment, means of transport. Services of providing fuel, lubricants and fresh water, providing essential food.

+ Services of providing technical labor at the port.

- Logistics Services:

+ Domestic and international delivery and transportation, multimodal transport: transporting goods by road, waterway, domestic and international air; warehousing services and distribution centers.

+ Customs clearance services, customs clearance for the following types: import/export business, import/export processing, temporary import, re-export/temporary export, re-import, import/export of goods, import of tax-free fixed assets to create fixed assets, import and export into export processing zones/export processing enterprises, transit imports, transfer of goods, other imports….

+ Support and advice on procedures for applying for import and export licenses and specialized inspection.

2. Oil and Gas Mechanical Services, Industrial

Mechanical services are identified as one of the core services of PTSC Thanh Hoa. Promoting the tradition, capacity and experience from Vietnam Oil and Gas Technical Services Corporation (PTSC) as well as member units of PTSC Corporation. PTSC Thanh Hoa's Mechanical Service was formed in 2014 with the strategic direction of implementing and developing EPCI projects (design, procurement, construction, installation, commissioning).

Mechanical services were formed at the time when Nghi Son Oil Refinery, Thanh Hoa began the construction phase. Through the process of preparing and building resources, the Mechanical Service of PTSC Thanh Hoa Company began to implement the first package B2-Marrine Work of Nghi Son Oil Refinery in June 2014.

Besides the coordination and support of PTSC Corporation and its member units, partners, customers, along with the efforts of the Board of Directors and employees, the Mechanical service of PTSC Thanh Hoa Company has been completed excellently, ensuring quality, safety, progress and efficiency targets of the packages in the construction phase of Nghi Son Oil Refinery, marking a new development step and affirming the capacity, experience as well as the position of PTSC Thanh Hoa in Mechanical Services with domestic and international partners and customers.

From the achieved successes, PTSC Thanh Hoa continues to build human resources, invest in infrastructure, workshops, automate machinery and equipment to increase labor productivity, increase competitive advantages in the process of participating in bids as well as implementing Projects with the goal of increasing efficiency for contractors as well as partners and customers, PTSC Thanh Hoa aims to strive to become a leading EPCI contractor in the region.

3. Operation & Maintenance Services

Along with the construction, commissioning and operation of Nghi Son Oil Refinery (NSRP), PTSC Thanh Hoa has gradually built trust with customers by ensuring the quality and progress of the Operation and Maintenance packages. Currently, the Company has been providing permanent and on-site services to NSRP, including:

- Operation support

- Daily maintenance.

- Maintenance of buoys for unloading oil without a wharf.

- Operation & management of NSRP port.

These are long-term contracts with high technical content, providing jobs for a large number of employees and contributing an important part to the Company's total revenue. Operation & Maintenance has been and is becoming one of the Company's strategic pillars. In the coming time, with its strengths and prestige, PTSC Thanh Hoa will continue to promote and successfully implement potential Operation & Maintenance packages for partners in the region.

4. Tugboat and Service Vessel Services

Providing tugboats and specialized vessels is one of PTSC Thanh Hoa's strategic services. Currently, the company provides and develops vessel services including:

- Tugboats

- Diving support vessels

- Passenger transport vessels

- Other service and specialized vessels

- Offshore vessels and floating equipment.

PTSC Thanh Hoa's service fleet is supporting VLCC tankers to dock at SPM - Nghi Son Oil Refinery

5. Other Services

Ship Agency

The ship agency department of PTSC Thanh Hoa Integrated Oil and Gas Port Services Joint Stock Company is currently directly managing and operating PTSC Thanh Hoa port (formerly known as Nghi Son deep-water seaport). Formed in early 2010, PTSC was the first enterprise to provide ship agency services in Nghi Son and is the only agent based in this area. Since 2012, the ship agency service has grown strongly and increasingly become a reliable partner in the market.

They have been and are the main agent and local agent for most of the ships coming to Nghi Son port, especially the Nghi Son Oil Refinery Project (NSRP) and Nghi Son Thermal Power Plant. The ship agency department has good cooperative relationships with the Harbor Master, Pilotage Company, Customs and local authorities, which is a favorable condition for providing fast and reliable services to customers.

PTSC Thanh Hoa has been and is a reliable partner of many large enterprises such as: Nova Shipping International Co., Ltd. (Singapore), Hyundai Merchant Marine Co., Ltd. (Korea), SK Spring Co., Ltd. (Korea), SAL heavy lift group... They are also trusted by major shipowners and contractors such as: Boskalis, Vanoord, Huyndai heavy industry, Toyo construction,... along with all contractors of the Nghi Son Oil Refinery Project NSRP in providing ship agency services and other ancillary services.

Currently, PTSC Thanh Hoa's ship agency department is the agent for almost all ships entering NSRP port. PTSC Thanh Hoa's agency department is aiming to become the most reliable service in the global shipping market.

Currently, PTSC Thanh Hoa provides and develops project support services including:

- Manpower supply services

- Services of providing specialized lifting and transportation equipment.

- Technical consulting support services, providing technical experts.

- Logistics services: renting houses, hotels, pick-up and drop-off services, supporting procedures for applying for work permits for technical experts,...

Nghi Son Oil Refinery Project (NSRP)

- Work content: Providing 07 tugboats, 01 high-speed passenger transport vessel and 02 sets of oil spill response equipment to serve Nghi Son Oil Refinery for a contract period of 15 years, including 02 phases of using replacement vessels and newly built vessels.

"JGCS Temporary Port Operation" project

Long Phu Thermal Power Plant Project

Sao Vang Dai Nguyet Project

- Location: Vung Tau City, Ba Ria - Vung Tau Province.

- Time: 04/2019 – 09/2019.

- Scope of work: Fabricate Stair Towers, WHRU exhaust support and GTC exhaust support for the Sao Vang central processing platform topside, Sao Vang Dai Nguyet Project.

- Workload: Total construction volume of 205 tons of structure.

EPC Project of Hai Phong Port Factory

- Customer: Top Solvent Co., Ltd. (Vietnam), Thai Oi Group, Thailand.

- Location: Nam Dinh Vu Industrial Park, Hai An District, Hai Phong.

- Time: 01/2018 – 11/2018.

- Scope of work: Design and construction, Procurement, Construction, Commissioning and handover (EPC).

- Workload: Construction of a chemical warehouse factory, with a storage capacity of 26 thousand tons/year, including 6 chemical tanks, total capacity of 7,200 m3, more than 24 thousand ID pipes, warehouse system, office, equipment, control.

EPC Project of Expanding Vopak Plant Phase 3

- Customer: Vopak (Vietnam) Co., Ltd. - Vopak Group Netherlands.
